If i have a grid-tied solar system that generates more than i use, is the electric company required to pay me?
I know green mountain energy started a program where they pay customers who have a system that generates more electricity than they use.
is this true for all electric companies in all states?

You will have to check with your individual energy company. Some do what is called net meterign which credits you for the excess.

in calif, they only have credit you up to the amount of your bill.
that is, in truth, not fair to the utility company.
keep in mind they have to pay for all the wiring, and have to supply you with electricity when your generation falls short.
if it were fair, they’d probably have to pay you about 1/2 of the going rate, provided you were putting energy into the grid at a time when they needed it.

It varies from state to state depending on what laws your state government has passed. Some pay net metering, which means they pay at the same rate that they charge you others will pay at a lower rate. I have found a web page that looks as if you would get paid for any extra by state law at the full rate that you pay, but the utility will probably come in to inspect the system before they will pay to make sure it will not electrocute any of their employees if there is a power outage and they need to work on the lines.

I have a wind turbine and the power company pays me for the extra electricity.
"Public Utility Commission Rule @23.66(f)(4) net metering ruling was
made by the Public Utility Commission of Texas in 1986 in an effort to promote small wind power and photovoltaic generation in the state. The order requires utilities to offer a net metering option to qualified facilities of 50 kW or less that use renewable resources. The utility must install a single meter that can read electric flow in both directions. At the end of each billing cycle customers are paid the utility’s *avoided cost* for any net excess generation."
Note that "avoided cost" is generally a fraction of what you pay them for electricity. It is what they pay their suppliers. So if you buy a kwh for $0.10, they are only obligated to pay you something like $0.04 for every kwh they buy from you. Different companies offer different deals, you may need to shop around.

Not all states, but most of them. They pay you peak rates 24/7.
