   Solar cells themselves require a lot of complicated processes and exotic chemicals and materials, and cannot be done outside of a very expensive factory. You can’t do it yourself any more than you could build an IC yourself.

   Solar panels are just a number of cells wired in series/parallel. Sure, you can wire then together yourself if you have the cells, but you have to worry about long term reliability under all sorts of weather. And you save little or no money by doing this yourself, as the factories that assemble the panels can do it a lot better and cheaper.
