Yes it is, for water heating.
Solar electric is also possible, but you would have to start with manufactured cells. It could be a fun project, but don’t expect to save money this way. Home built panels are illegal to connect to the grid, and generally would not stand up to repeated sun and rain. A panel that lasts only 5 years in the elements should theoretically be worth only 1/5 the price of one that is guaranteed for 25 years.
Keeping this in mind, you could look at instructables.com for ideas. No need to pay anyone for plans.

Solar thermal collectors…yes. Common practice for grade school projects too.
PV modules, not easily no. You don’t have your own silicon refinery…do you?

Many web sights now offer "How To" on solar energy and sell you the directions which is ok. I am a subscriber to Backwoods Home Magazine and I know they have back isuues on this solar panel building, etc. They usually sell for $5 or $6 and mail to you. They also have a manual they put out on this subject for $20. Many who live in the backwoods rely on solar power for their energy needs and build their own systems. I have plans on a solar window collector box that attaches to the window using scrap material. I got this from a Popular Science magazine and plan on building my own, test it and might sell these. Green is the way to go now so get started. You are already interested. You are thinking right!
